FOSTERLANG: neues EU-Horizon-Projekt 
zur Revitalisierung von Minderheitensprachen in Europa

FOSTERLANG (Fostering linguistic capital: a roadmap for reversing the diversity crisis and activating societal benefits in Europe) ist ein neues, mit drei Millionen Euro dotiertes europäisches Vorzeigeprojekt zum Schutz und zur Revitalisierung gefährdeter und minorisierter Sprachen in Europa. Es startete im Mai 2025. An der Pädagogischen Hochschule Kärnten (PHK), dem wichtigsten Projektpartner im Bildungsbereich, wird gegenwärtig das Projektteam zusammengestellt.

Das von der Europäischen Kommission im Rahmen des Programms Horizon Europe finanzierte Projekt zielt darauf ab, die Anerkennung, Wertschätzung und Stärkung des sprachlichen und humanen Kapitals von Sprecherinnen und Sprechern von Minderheiten- und Migrantensprachen zum Nutzen ihrer Gemeinschaften und Europas als Ganzes zu verändern.
Das Projektkonsortium besteht aus 14 institutionellen Partnern und 48 Sprachgemeinschaften, die Fachwissen in den Bereichen dekoloniale Linguistik, Sprachpolitik, Sprachrevitalisierung, Sozialanthropologie, mehrsprachige Bildung und Pädagogik, Sprachplanung und technologische Innovation vereinen. Das FOSTERLANG-Projekt wird vergleichende Studien, fallübergreifende Entwicklungen und Pilotimplementierungen praktischer Lösungen umfassen.

Eines der wichtigsten Ergebnisse wird die Linguistic Capital Road Map sein, in der kurz-, mittel- und langfristige Empfehlungen für wirksame und sinnvolle Strategien zur Förderung des sprachlichen Kapitals in Europa und zum Schutz von Minderheitensprachen enthalten sein werden. Die Projektkoordinatorin, Prof. Justyna Olko von der Universität Warschau, sagte gegenüber Medien: "Wir sind begeistert von den Möglichkeiten, die dieses Kooperations-projekt zwischen akademischen und sozialen Partnern bietet. Wir arbeiten zusammen, um die sprachliche Vielfalt und Selbstbestimmung der Sprachgemeinschaften zu fördern und ihr Potenzial für das Wohlergehen und den soziokulturellen Wohlstand Europas zu steigern." Daniel Wutti, Professor für Mehrsprachigkeit und interkulturelle Bildung an der PHK, ergänzt als Partner seine Pläne: „Im Bildungsbereich wollen wir herausfinden, unter welchen bildungspolitischen Umständen Minderheitensprachen am häufigsten gesprochen und gelehrt werden. Dabei vergleichen wir Baskisch und Katalanisch in Spanien, Slowenisch in Kärnten, Kaschubisch in Polen und Walisisch in Wales.“

Das Projekt wird sich auf die Förderung des sprachlichen Kapitals konzentrieren, und zwar nicht nur unter dem Gesichtspunkt des Schutzes der Sprachenvielfalt, sondern auch, um zu zeigen, wie Sprecherinnen und Sprecher von Minderheitensprachen die wirtschaftlichen, demografischen, sozialen und gesundheitsbezogenen Komponenten des Humankapitals verbessern können. Das dreijährige Projekt wird von der Universität Warschau in Zusammenarbeit mit dem European Language Equality Network (ELEN), Linguapax International, der Adam-Mickiewicz-Universität in Poznań, dem Max-Planck-Institut für Psycholinguistik, der Euskal Herriko Unibertsitatea/Universität des Baskenlandes, der Universität Oslo, der University of the Highlands and Islands, Prifysgol Cymru Y Drindod Dewi Sant/University of Wales Trinity Saint David, der Dublin City University und der Pädagogischen Hochschule Kärnten geleitet. Hinzu kommen Nichtregierungsorganisationen, die Kaschubisch, Lemko und Wymysorys vertreten (Naja Skola, Association Ruska Bursa und Association Wilamowianie), ELEN-Mitgliedsorganisationen und andere kooperierende Sprachgemeinschaften. FOSTERLANG: nov EU-Horizon-projekt, 
namenjen revitalizaciji manjšinskih jezikov v Evropi

FOSTERLANG (Fostering linguistic capital: a roadmap for reversing the diversity crisis and activating societal benefits in Europe) je novi vodilni evropski projekt v vrednosti treh milijonov evrov, namenjen zaščiti in revitalizaciji ogroženih in manjšinskih jezikov v Evropi. Začel se je 1. maja 2025, na Pedagoški visoki šoli na Koroškem, najpomembnejšem projektnem partnerju na področju izobraževanja, trenutno sestavljajo projektni tim.

Cilj projekta, ki ga financira Evropska komisija v okviru programa Horizon Europe, je doseči transformativni učinek na to, kako se jezikovni in človeški kapital govork in govorcev manjšinskih in migrantskih jezikov priznava, ceni in krepi v korist njihovih skupnosti in celotne Evrope.
Projektni konzorcij sestavlja 14 institucionalnih partnerjev in 48 jezikovnih skupnosti, ki združujejo strokovno znanje s področja dekolonialnega jezikoslovja, jezikovne politike, revitalizacije jezikov, socialne antropologije, večjezičnega izobraževanja in pedagogike, jezikovnega načrtovanja in tehnoloških inovacij. Projekt FOSTERLANG bo vključeval primerjalne študije, razvoj različnih primerov in pilotno izvajanje praktičnih rešitev.

Eden od glavnih rezultatov bo Linguistic Capital Road Map, ki bo vsebovala priporočila za kratkoročne, srednjeročne in dolgoročne učinkovite strategije za spodbujanje evropskega jezikovnega kapitala in varovanje manjšinskih jezikov.
Koordinatorica projekta, profesorica Justyna Olko (Univerza v Varšavi), je v pogovoru z mediji povedala: "Navdušeni smo nad priložnostmi, ki jih prinaša ta skupni projekt, ki združuje akademske in socialne partnerje. Skupaj si bomo prizadevali za spodbujanje jezikovne raznolikosti in krepitev samopodobe jezikovnih skupnosti, s čimer bomo povečali njihov potencial za dobrobit Evrope in njen kulturno-družbeni napredek." Daniel Wutti, profesor za večjezičnost in medkulturno izobraževanje na Pedagoški visoki šoli na Koroškem, doda kot partner svoje načrte: »V izobraževalnem sektorju želimo ugotoviti, v kakšnih izobraževalno-političnih okoliščinah se manjšinske jezike najpogosteje govori in uči. Pri tem primerjamo baskovščino in katalonščino v Španiji, slovenščino na Koroškem, kašubščino na Poljskem in valižanščino v Walesu.«

Projekt se bo osredotočil na spodbujanje jezikovnega kapitala ne le z vidika varovanja jezikovne raznolikosti, temveč tudi prikaza, kako lahko govorke in govorci manjšinskih jezikov krepijo gospodarske, demografske, družbene in zdravstvene sestavine človeškega kapitala.
Triletni projekt bo vodila Univerza v Varšavi v partnerstvu z Evropsko mrežo za jezikovno enakost (ELEN), Linguapax International, Univerzo Adama Mickiewicza v Poznanu, Inštitutom Maxa Plancka za psiholingvistiko, Univerzo v Oslu, Euskal Herriko Unibertsitatea/Univerzo Baskije, University of the Highlands and Islands, Prifysgol Cymru Y Drindod Dewi Sant/University of Wales Trinity Saint David, Dublin City University in Pedagoško visoko šolo na Koroškem. Pridružile se jim bodo nevladne organizacije, ki zastopajo kašubski, lemkovski in vilamovski jezik (Naja Skola, Association Ruska Bursa in Association Wilamowianie), organizacije članice ELEN in druge sodelujoče jezikovne skupnosti. FOSTERLANG: the new EU Horizon project 
aiming to boost Europe's minoritised languages

FOSTERLANG (Fostering linguistic capital: a roadmap for reversing the diversity crisis and activating societal benefits in Europe) is the new three-million-euro flagship European project aiming to safeguard and promote Europe's endangered and minoritised languages. It started in May 2025. At the University of  Teacher Education Carinthia, the important project partner in the field of education, the project team is currently being put together.

The project, financed by the European Commission under the Horizon Europe programme, aims to have a transformative effect on how the linguistic and human capital of speakers of minoritised and migrant languages is recognised, valued and strengthened for the benefit of their communities and Europe as a whole.
The project consortium comprises 14 institutional partners and 48 language communities who combine expertise in engaged and decolonial linguistics, language policy, language reclamation, social anthropology, multilingual education and pedagogy, language planning, and technological innovation. The FOSTERLANG project will involve comparative studies, cross-case developments and pilot implementations of practical solutions.

One of the major outcomes will be a Linguistic Capital Road Map which will set out a substantive set of recommendations for the short, medium, and long-term on effective and meaningful strategies for fostering Europe’s linguistic capital and safeguarding minoritised languages.
Speaking to the media project co-ordinator Prof. Justyna Olko (University of Warsaw) said:
"We are thrilled by the opportunities generated by this collaborative project uniting academic and social partners. We will be working together to foster linguistic diversity and the self-empowerment of language communities, enhancing their potential for Europe's wellbeing and socio-cultural prosperity." Daniel Wutti, professor of multilingualism and intercultural education at the University of Teacher Education Carinthia, adds his plans as a partner: "In the education sector, we want to determine the educational and political circumstances in which minority languages are most commonly spoken and taught. To this end, we are comparing Basque and Catalan in Spain, Slovenian in Carinthia, Kashubian in Poland and Welsh in Wales."

The project will focus on fostering linguistic capital not only from the perspective of protecting language diversity, but also showcasing how speakers of contested languages can enhance economic, demographic, social and health-related components of human capital.

The three-year project will be led by the University of Warsaw in partnership with the European Language Equality Network (ELEN), Linguapax International, Adam Mickiewicz University in Poznań, Max Planck Institute for Psycholinguistics, Euskal Herriko Unibertsitatea/University of the Basque Country, University of Oslo, University of the Highlands and Islands, Prifysgol Cymru Y Drindod Dewi Sant/University of Wales Trinity Saint David, Dublin City University, and Pädagogische Hochschule Kärnten/University of Teacher Education Carinthia. They will be joined by NGOs representing Kashubian, Lemko, and Wymysorys (Naja Skola, Association Ruska Bursa, and Association Wilamowianie), ELEN member organisations and other collaborating language communities.
